Police in Turkey detained Wednesday a fresh suspect in an ongoing investigation over the killing of Russian ambassador in Ankara, according to a security source.

The suspect, identified only by his initials as E.B., was accused of having phone calls with Andrey Karlov's assassin, police officer Mevlut Mert Altintas, the source said on condition of anonymity due to restrictions on talking to the media.

Police had earlier detained three other suspects, including a police officer.

Karlov was shot Dec. 19, 2016 by Altintas as the diplomat delivered a speech at an art exhibition in the Turkish capital.

Altintas was later shot dead in an exchange of fire with security personnel.

PACE to Reopen Monitoring Process Against Turkey

The Parliamentary Assembly of the Council of Europe (PACE) has opened monitoring process against Turkey after 13 years.

The assembly gathered in Spring Part Session to discuss a report titled “The functioning of democratic institutions in Turkey,” during which 113 voted in favor, 12 abstained from voting while 45 voted against the monitoring decision.

The report was submitted in June 2016

The PACE rapporteurs Marianne Mikko from Estonia and Ingebjorg Godskesen from Norway on Turkey submitted the report on June 22, 2016.

Through this decision, Turkey returned to its status in 2004.

Six clauses were added to the report due to the post-coup attempt developments and April 16 constitutional amendment referendum.

The clauses are related to the capital punishment that Turkish government has been discussing to reintroduce; possible irregularities during the referendum; the ongoing State of Emergency; trustee appointments to the municipalities in the Southeastern Turkey; following advisory jurisdiction of the Venice Commission.

Proposal to Extend State of Emergency for 7th Time on Parliamentary Agenda on Wednesday

Declared on July 20, 2016 in the wake of July 15 coup attempt and is due on April 19, the State of Emergency is to be extended for another three months for the 7th time.

The proposal will come to the parliamentary agenda on April 18, Wednesday after the Council of Ministers sign the commission recommendation to be issued in the National Security Council meeting on Monday.

Yazıcı: I think it will continue

On a TV program he participated in, Justice and Development Party (AKP) Deputy Chair Hayati Yazıcı stated that the State of Emergency is almost due and said, “Given the circumstances that we are in, it’s clear that it has to continue. This is a constitutional rights and is implemented when seen necessary. I think it will continue”.

Vice PM Bozdağ also said State of Emergency should be extended

Commenting on the agenda on a TV channel,  Vice Prime Minister and Government Spokesperson Bekir Bozdağ had said, “The need for extending the State of Emergency is obvious. The State of Emergency can be extended again if the Grand National Assembly of Turkey approves”.

Speaking at his party’s group meeting, Nationalist Movement Party (MHP) Devlet Bahçeli also defended that the State of Emergency should continue and said that the State of Emergency “doesn’t end, cannot end, shouldn’t end”. (PT/TK)
